The Environmental Impact Assessment process demonstrates that the NLNGPlus project will fully comply with legislative requirements in Nigeria and all relevant international standards applicable to the planned activities, including standards issued by international financing organisations such as the World Bank.
The NLNGPlus project will result in substantial economic benefits for Nigeria by the generation of revenues from the sale of Nigeria's considerable under-utilised, low cost, natural gas reserves and the use of associated gas, which is currently wasted by flaring. This is of global environmental significance. The project will take advantage of the projected growing demand for imported natural gas in the industrialised countries around the Atlantic Basin.
Employment opportunities will continue as for the Expansion project, in particular during the construction phase of the project. The increased financial flows that this and the acquisition of materials will generate will have continuing benefits for the local economy. NLNG will also ensure appropriate training of workers for the project.
This EIA indicates that discharges – such as emissions, effluents, noise, etc. - are expected from the operation of the NLNGPlus project. However, any such discharges, which can be considered as potential sources of environmental effects, can be fully managed through preventive and repressive mitigating measures within the project design. This means that no significant negative impact on the natural, health and social environmental sensitivities of the area is expected to result from discharges, let alone the occurrence of a residual impact. However, waste that cannot be incinerated will have to be disposed, but this will be done only in full compliance with applicable standards. All emissions will be within the limits of the Federal Ministry of Environment F and the international organisations.
The LNG plant site itself represents a permanent and long-term claim on land that cannot be used for other purposes. The NLNGPlus project facilities will be constructed within the existing fence of the plant area. However, control over additional space at the eastern site of the plant is required to enforce a safety and sterile zone. the squatter settlement within the vicinity of the zone has been demolished after due process of consultation and compensation. Compensation for the loss of natural habitat will be realised through the designation of a Nature Reserve nearby.
NLNG - in consultation with their stakeholders – will continue to improve their activities regarding long-term investment in community development. Several committed mitigation measures demonstrate this. The Company will use its existing Health, Safety and Environmental Management System to enforce the committed measures, and to monitor and control the implementation.
